What is ELCAS?

The Enhanced Learning Credits Administration Service (ELCAS) is a MOD initiative designed to support lifelong learning for Armed Forces personnel. It provides financial contributions towards courses that lead to nationally recognised qualifications at Level 3 or above.

The idea is simple: to help you transition smoothly into a new career with formal, accredited training that builds on your existing experience.

Whether you want to upskill, retrain, or simply get the qualifications to back up your operational expertise, ELCAS makes it affordable.

How much funding can I get?

You can claim up to £2,000 per funding year, for a maximum of three separate claims, totalling £6,000 over your career.

Funding is tiered depending on your length of service:

• Tier 1: £1,000 per claim (for those with 6+ years of eligible service)
• Tier 2: £2,000 per claim (for those with 8+ years of eligible service)

You’ll usually be expected to pay 20% of the course cost yourself.

Who is eligible?

To qualify for ELCAS funding, you must have:

• Completed a minimum of 6 years eligible service (Tier 1) or 8 years (Tier 2)
• Accumulated service after 1 April 2000
• An intention to pursue a Level 3 qualification or higher
• Used the credits within 5 or 10 years of leaving service, depending on your discharge date

Left before April 1, 2016? You have 10 years to use your credits. Left on or after April 1, 2016? You have 5 years.

Step-by-step guide to ELCAS-funded academic qualifications (through military resettlement or upskilling)  

Here’s how the process works: 

1 – Initial chat

We start with a no-obligation conversation. You tell us about your military career, and what you’re looking to achieve next. We help you map out the right route – whether that’s a standalone Level 7 or a full MBA. 

Timing matters. We recommend beginning the conversation with us as soon as you enter your resettlement window – ideally 6 to 12 months before leaving service. This gives you the headroom to explore options, secure funding, and ease into your studies without pressure. 

2 – Applying ELCAS funding

We’re an approved ELCAS provider. That means you can use your Enhanced Learning Credits (ELC) to fund most (or all) of your course.

3 – Tailored programme start

Once enrolled, you’ll be paired with a personal coach. This isn’t a one-size-fits-all course. We tailor the content and pace to your goals, experience, and preferred learning style.

• Progression to MBA with Cardiff Metropolitan University

The MBA top-up requires additional investment, but that too can be part-funded using your ELCAS credits. The course is deliberately structured so you can apply for ELCAS funding twice, once for the initial L7, and again for the MBA.

So, what exactly is Skills Boost funding?

Skills Boost 2025–26 is a publicly funded programme that supports local employers with the cost of staff development, helping to close skills gaps and strengthen workforces.

It’s run by Worcestershire Growth Hub and open to employers across all 6 Worcestershire districts and Herefordshire.

Who is eligible?

All business sizes – sole traders, SMEs, and larger employers
Accredited or non-accredited training (excluding legally required courses like Health & Safety)
Employees must live in Herefordshire or Worcestershire – postcode rules apply (see below)
Training must take place between 1 April 2025 and 31 March 2026 *

Funding available

50% of training costs can be claimed back, up to: £6,000 per business, or £ 1,500 per employee

This means a £1,000 course costs you just £500 – a huge return for meaningful staff development.

Postcode guidance:

• Businesses in Bromsgrove, Redditch, Worcester City or Wyre Forest: employees must live in Worcestershire
• Businesses in Malvern or Wychavon: employees can live anywhere
• Businesses outside Worcestershire: employees must live in Bromsgrove, Redditch, Worcester City, Wyre Forest or Herefordshire

How long have we got?
