Case Study

Supporting migrant communities through Newport City Council

Newport in South Wales has a rising migrant population, where unemployment levels have been disproportionately high. Seeing a route to improvement through adult learning, the city council turned to MEP in 2023.

Together, we devised a 2-year programme for migrant learners, designed to:

  • Increase proficiency in English, through an ESOL course that builds on the home and work life of each individual
  • Improve job prospects through employability training, focused on each learner’s interests, skills and personal barriers
  • Lay foundations for teaching, with ESOL-specific skills that can lead to formal qualifications

This holistic package set out to fill immediate skill gaps, and lower barriers by passing on language skills through communities. It was a vital step towards cultural integration, while reducing the harms of economic inactivity.
